Assam has Highest number of BPL people in NE

GUWAHATI : With 101.27 lakh people living below the poverty line, the state has the 12th highest number of poor people in the country and the highest in the region, according to Planning Commission's Poverty Estimates, 2011-12. Percentage wise, Assam's BPL population in 2011-12 was 31.98 per cent of its total population. Despite the poor national standing, the latest figures are a shade better than in 2009-10, when the number of BPL persons in the state was 116.4 lakh. In 2004-05, the number was 97.7 lakh.
At the national level, the total number of BPL persons is 2,697.83 lakh, of which 2,166.58 lakh live in rural areas. The state's poor population is way higher than other states in the northeast. In the second spot in the region is Manipur, which has 10.22 lakh BPL persons, followed by Tripura with 5.24 lakh, Arunachal Pradesh with 4.91 lakh, Nagaland with 3.76 lakh, Meghalaya with 3.61 lakh and Mizoram with 2.27 lakh. Among the state's BPL people, 92.06 lakh live in rural areas while 9.21 lakh are from urban centres. Uttar Pradesh tops the list with 598.19 lakh BPL persons followed by 358.15 lakh in Bihar, 234.06 lakh in Madhya Pradesh, 197.92 lakh in Maharashtra, 184.98 in West Bengal, 138.53 lakh in Odisha, 129.76 lakh in Karnataka, 124.33 lakh in Jharkhand, 104.11 lakh in Chattisgarh, 102.92 lakh in Rajasthan and 102.23 lakh in Gujarat.
According to the Planning Commission report, the state's average monthly per capita expenditure as per mixed reference period for 2011-12 is Rs 1,056.98 in rural areas and Rs 2,090.18 in urban areas; both the figures are lower than national averages of Rs 1287.17 (rural) and Rs 2,477.02 (urban). The average monthly per capita expenditure in rural and urban areas respectively in Arunachal Pradesh is Rs 1,455.87 and Rs 2,241.63; Manipur Rs 1,334.55 and Rs 1,448.91; Meghalaya Rs 1,315.11, Rs 2,293.82; Mizoram Rs 1,384.44 and Rs 2,426.53; Nagaland Rs 1,756.70 and Rs 2,279.42; and Tripura Rs 1,194.14 and Rs 1,996.66.
